Before Applying for a Building Permit

In most cases, a Development Permit is required before you can apply for a Building Permit.

  • A Development Permit reviews how a property is used and how a project fits within the Town’s Land Use Bylaw. 
  • A Building Permit reviews how the project is constructed and ensures it meets safety codes.

Do You Need a Development Permit First?

You may need to obtain an approved Development Permit before applying for a Building Permit if your project involves:

  • constructing a new building or addition
  • structural changes that affect building safety, systems, or occupancy
  • building or placing an accessory structure (e.g., garage, shop, or sea can)
  • changing how a property or building is used (e.g., retail to office)
  • projects that may impact setbacks, height, parking, or overall site layout
  • installing or modifying signage or making exterior changes
  • altering the grade of a property (e.g., raising or lowering land)
  • excavation or digging (e.g., for foundations or significant site work)
