Change of Use

If you are opening a new business or changing how a building or space is used, you must apply for a Development Permit (Change of Use).

This is required even if no renovations are planned.

Before You Apply

Not all uses are allowed in every land use district.

If your proposed use is not permitted under the Land Use Bylaw, a Land Use Redesignation may be required before you can apply for a Development Permit.

When is this required?

You need a Change of Use Development Permit if you are:

  • opening a new business in an existing space
  • taking over a commercial or industrial unit
  • changing the type of business or activity in a building
